When you create a user, it will give them full rights to their home directory. If you would like to change/limit access to their home directory, then you can alter the Directory Access Rule for the user's home directory. If you delete the rule, Cornerstone/Titan will restore it to the default permissions; so if you want the user to have no access to their home directory, you need to leave an empty rule in the list.
